Marginal vs effective rate

Your marginal rate is 11% - the rate on your next rupee earned. But your effective rate is only Rs 72,000 / Rs 1,800,000 = 4%, because the first Rs 600,000 is tax-free and the next Rs 600,000 is taxed at just 1%. The fixed Rs 6,000 already bakes in those lower bands.

Reduce the base legitimately

Allowances are generally fully taxable, but two reliefs help. Medical allowance is exempt up to 10% of basic salary under Clause 139 of the Second Schedule where free medical cover is not separately provided. Employer provident fund is exempt up to the lower of 10% of basic or Rs 150,000 a year. Structuring pay so these reliefs apply can trim the Rs 1,800,000 base and the resulting tax.

EOBI and other deductions

Beyond income tax, EOBI applies at 1% employee and 5% employer of the minimum wage under the EOBI Act 1976. These are separate from the Rs 6,000 monthly income tax.
